The Delegation of the European Union to the Republic of Serbia is seeking proposals for projects aiming at increasing capacities of local authorities in Serbia to improve service delivery and stimulate local development in line with municipal priorities with financial assistance from the IPA 07 EXCHANGE 3 Programme that will be implemented by the Standing Conference of Towns and Municipalities.
The specific objectives of this Call for Proposals are to:
- Enhance local capacities for good governance, municipal management and service delivery
- Improved quality of life at the local level
- Environmental protection through sustainable use of resources.
WHO MAY APPLY?
In order to be eligible for a grant, applicants must be a local authority: municipality, town / city or city municipality in the Republic of Serbia.
Applicants must act with at least one partner organisation as specified hereafter:
- Local authority: municipality, town / city or city municipality from the Republic of Serbia and/or
- Local authority: municipality, town / city or city municipality (district) from the EU member states.
In addition to the mentioned obligatory partners, the following organizations are also eligible as partners:
- Non-governmental organizations registered in the Republic of Serbia
- Institutions and organizations fully / partially financed from the budget of the Republic of Serbia municipal budget
- Regional / District Development Agencies registered in the Republic of Serbia
- Regional authorities from the EU member states.
SIZE OF THE GRANTS
The EXCHANGE 3 programme will support selected projects with a grant of between €100,000 and €300,000. The minimum duration of projects is 12 months, while the maximum duration is 15 months.
